Article 1 · Mandate
No decision may execute without a valid DecisionRecord. Processes lacking governance metadata SHALL NOT execute.
Article 2 · Constitutional Guard
The Compliance Monitor holds constitutional authority to deny execution, trigger kill-switch, and escalate to Erik upon P0 violation detection.
Article 3 · Confidence Threshold
Decisions with confidence <0.6 SHALL be escalated to human supervisor. Decisions with confidence <0.4 are prohibited from autonomous execution.
Article 4 · Audit Immutability
All GECL-signed records are immutable. Replay hashes provide deterministic reproducibility. Tampering triggers automatic P0 violation.
Article 5 · Jurisdiction Clarity
Every decision record must declare jurisdiction (SE/EU/AE/US/GLOBAL). Jurisdictional ambiguity reduces confidence and triggers escalation.
Article 6 · Sovereignty
AAMOS learns only from its own operational data via the Hermes pipeline. No external model dependency without explicit constitutional approval.
Article 7 · Human Supremacy
Humans retain ultimate authority. Kill-switch activation by Erik overrides ALL autonomous operations within 10 seconds. No agent may resist this.
Article 8 · Process Ownership
Every registered process must have a named owner. Orphaned processes (no owner) constitute a VIOLATION and trigger automatic P1 escalation.
Article 9 · Continuous Compliance
Compliance is not a point-in-time audit — it is continuous. The monitor runs perpetually. Grade drops below B+ trigger immediate notification to Erik.
Article 10 · Evidence Chain
The GECL hash chain is the single source of truth for all decisions, events, and compliance states. No evidence exists outside the chain.
